The Forum of the Managers of the National Library System of Moldova, (online)

The Forum of the Managers of the National Library System of Moldova (FM NLS) is organized annually by the National Library of the Republic of Moldova, the National Library and Information Sciences Council, with the support of the Ministry of Culture of the Republic of Moldova, and with partnership with the “Ion Creangă” National Children’s Library. The aim of the Forum is to focus the efforts of the libraries regarding common priorities and initiatives, which were identified according to the trends that shape the activity of libraries at European and international levels.

The 28th edition of FM NLS held its proceedings on November 29, 2023 on online format. The managers from all types of libraries participated at the professional event. According to the online registration form on the Zoom platform, 98 participants were connected, among which were senior and main managers of the national, district/municipal/city, educational (university, college), specialized, librarians within the local public administration libraries. Note: Statistical indicators demonstrate the increasing interest in FM NLS works from national library specialists. At the same time, the decrease of some indicators can be argued for technical (connection) reasons, concluding on the need for a more permissive online communication platform for connection.

The Inaugural session (moderator – Elena Pintilei) included the greeting message from the Ministry of Culture, presented by Andrei Chistol, Secretary of the State and the message addressed by Elena Pintilei, General director of the National Library of the Republic of Moldova, the President of the Library Association of the Republic of Moldova.

The communications session included 11 communications, among which were the presentations of two external experts on the key professional initiatives of 2023:

  • The European behavior model (Mihai Mogildea, Deputy director, Institute for European Policies and Reforms);
  • Digital Transformation of the Republic of Moldova/the role of libraries in this effort. Digitization processes of libraries, best practices in Estonia (Victor Guzun, digitization policy expert, Institute for European Policies and Reforms).

 


 

Other 9 presentations followed, with the librarianship guidelines and trends for 2024.  Their themes were: The law regarding the libraries: changes in accordance with the recommendations of the European legislation (Diana Silivestru, Main specialist, Ministry of Culture of the Republic of Moldova); Library 2024: trends, priorities and professional initiatives (Vera Osoianu, Deputy director, NLRM); Libraries as essential background services against the of global and local threats (Elena Pintilei, General director, NLRM); Programs for children and teenagers  aimed  to promote the fundamental values of the European Union (Eugenia Bejan, General director, National Library for Children “Ion Creangă”); Libraries in the light of the Recommendations of the Committee of Ministers of the Council of Europe regarding library legislation and policies in Europe (Ludmila Corghenci, Head of department, NLRM); Libraries and the implementation of the digital transformation agenda (Veronica Bors, Deputy director, NLRM); Library services and performance indicators in the context of the “European Moldova 2030” National Development Strategy and the UN 2030 Agenda and partnerships as a driving force: priorities 1-5 (Ecaterina Dmitric, Head of department, NLRM); Library services and performance indicators in the context of the “European Moldova 2030” national development strategy and the UN 2030 Agenda and partnerships as a driving force: priorities 6-10 (Victoria Vasilica, Head of department, NLRM); The program of publishing  the national book: the peculiarities of 2024 (Aliona Muntean, Deputy director, NLRM). In the same way, the participants of the FM NLS works listened to the information of V. Gaja, the Director of the Municipal Library “Mihail Sadoveanu”, Soroca city, regarding the implementation of successful projects.

The professional priorities of the year of 2024, which has the generic title “Involvement of the libraries in supporting and realizing the National Development Strategy “European Moldova 2030” are based on the trends in the field of librarianship and information sciences at the international level, and also are following the legislation and state policies in the field of the libraries.

The participants of the FM NLS were guided/encouraged to adjust the activity of their libraries for the year 2024 in accordance with the priorities and key initiatives approved at the national level.

The impact of the works of the Forum of Managers of the National Library System of Moldova:

  • 98 participants;
  • 11 communications presented;
  • approval of 5 professional priorities for 2024 and identification of key initiatives for each priority;
  • the development of the documentary support (ePortfolio) for the participants in the FM NLS, the 28th edition (distributed to the addresses of all library centers, the managers within the local public administration); The FM NLS ePortfolio includes: Agenda, professional priorities of 2024, the texts of the communications, list of the participants, samples of certificates, etc.
