Libraries are undergoing a profound transformation, moving beyond their traditional role as custodians of collections to becoming active providers of spaces and services. The concept of “space as a service” highlights the potential for both physical and digital library environments to be catalysts for advancing research, learning, and community engagement. According to OCLC research, libraries will increasingly act as “space providers,” offering environments that inspire and support diverse forms of knowledge creation.
Studies on user behaviour confirm this shift. Students report using libraries most for quiet study, computer labs, reading rooms, cafés, and group study spaces. These figures demonstrate that users turn to libraries for a wide spectrum of activities—from focused individual work to collaborative learning and social interaction. Such findings stress the importance of designing and managing national library spaces to foster critical thinking, creativity, and informed citizenship.
The National Libraries’ User Spaces and Services Network Group (NLUSS) brings together professionals to explore how library spaces and services can be designed to meet changing user needs. The group focuses on:
NLUSS supports the CENL Strategy 2023–2027 by helping national libraries enhance their impact through innovative space design and service delivery. It encourages libraries to rethink how they serve diverse audiences—from researchers to tourists—ensuring spaces remain relevant and inclusive.
Through regular meetings and knowledge exchange, NLUSS promotes professional development and collaboration. It empowers staff in public-facing roles to share expertise, implement new service models, and strengthen user engagement.
At its core, NLUSS is about connection. We aim to build a community of practice across national libraries to shape the future of library spaces as vibrant, adaptable environments central to European memory institutions.
